City of Atlanta COVID-19 Homelessness Update:
- A full-scale testing plan has been developed by CDC, Mercy Care, and Fulton County Board of Health. Testing is taking place across the City. 16 shelter sites have been fully tested (that is over 1800 staff and residents) and several others are scheduled for the coming days. 2 unsheltered sites have held testing events which tested over 200 individuals and at least 5 more sites are scheduled for this week to test the unsheltered. All testing has resulted in identification of 28 COVID positive individuals
- The isolation hotel has been operational for two weeks, which serves people experiencing homelessness or the displaced who test positive for COVID-19
- City of Atlanta approved an additional $1.5M of emergency funding for the homeless, which is being matched by philanthropic donations. The City funds are being used to procure a hotel partner for non-congregate sheltering of up to 250 of the high-risk unsheltered. The matching philanthropic donations will support food, staffing, case management, and security. The non-congregate shelter will open this week and will prioritize high risk individuals experiencing homelessness
- The #ATLStrong fund received a $100k philanthropic donation and $50k of that donation was designated for homelessness
- City of Atlanta was awarded $9.7M in ESG, CDBG, and HOPWA federal entitlement grant funds, part of which will support homelessness related efforts such as emergency assistance, emergency lodging, and rapid rehousing
Informational Neighborhood Forum on Homelessness
When our office came to City Hall, it rapidly became apparent that homelessness was of big concern. Throughout our District, there are pockets of homeless individuals. We've been working diligently with Atlanta's Continuum of Care; comprised of government, private, and faith-based organizations, to combat homelessness in our District. From attending individual meetings with concerned residents, participating in the Point-in-Time Count, volunteer opportunities, to setting up a 5K to benefit homelessness efforts, our office is engaged and dedicated to overcoming this issue that was raised last April.
On April 24, 2018, our office hosted an informational forum on the topic of homelessness. With over 50 people in attendance, the forum was a great success. The audience was able to learn about the current state of homelessness in Atlanta as well as hear how some of the city, non-profit, and faith-based organizations operate to combat the issue. A special thanks is in order for Matt Laney of Virginia-Highland Church for moderating and donating the space as well as to our panelists for sacrificing their evenings to be there.
While it's difficult to summarize the culmination of the Q & A session, our office wanted to provide the contact information for the organizations our panelists represented. The aim is for our constituents to approach homelessness in a more wholistic fashion than relying on 911.
